WCS Viet Nam Program Overview

WCS has been working in Viet Nam since 2006, focusing on enhancing the commitment, capacity and actions of the government of Viet Nam to tackle the trafficking of wildlife, supporting national partners through developing and implementing highly focused, evidence-based strategies informed by an in-depth understanding of the dynamics of trafficking and the people involved to reduce the profits of crime and strengthen the risk of capture and sanctions. WCS Viet Nam have generated a wide range of reliable data on a number of related issues on illegal wildlife trade, trained and briefed about 4,500 law enforcement and judicial officers, policy makers, journalists, researchers and managers nation-wide and distributed a number of technical handbooks and guides. It has assisted central agencies in reviewing and proposing necessary changes to national legislation, criminal intelligence analysis systems, and inter-agency cooperation. WCS Viet Nam has also facilitated Government to Government dialogue through multilateral and bilateral collaboration efforts, between Viet Nam and Asian, African and Latin American countries, to detect and respond to transnational illegal wildlife trade networks. Its wildlife health expertise has been leveraged to address unregulated wildlife trade and mitigation of pandemic threats through collaborative research, training, and policy development. In the past decade, WCS Viet Nam has also expanded to work with other conservation organizations and public laboratories towards finding and protecting Rafetus Swinhoei in the wild.

Job Summary

Under the supervision of the Policy and Law Enforcement Support (PLES) Team Leader, the Senior Program Officer will contribute to strengthening wildlife protection in Viet Nam through legal analysis, case review, stakeholder engagement, and implementation of WCS&amp;rsquo;s pioneering, long-term leadership program &amp;ndash; the Wildlife Crime Leadership Initiative (WCLI).

This Job Description is progressive in nature and shall be reviewed and amended from time to time to meet WCS Viet Nam program needs.

Responsibilities

A. Policy Advocacy and Law Enforcement Support

1. Conduct institutional, policy, and legislative reviews to identify gaps and recommend improvements to wildlife protection, preventing zoonotic diseases and law enforcement frameworks;

2. Track national legal developments to identify opportunities for WCS Viet Nam to influence relevant laws and policies;

3. Maintain and regularly update the wildlife crime case database, including court verdicts and enforcement outcomes;

4. Review selected cases to assess the application of wildlife protection laws and identify challenges in investigation, prosecution, and conviction;

5. Provide legal analysis and develop recommendations to strengthen law enforcement responses to wildlife-related violations.

6. Support the implementation of grant-funded activities related to policy, law enforcement, and international cooperation;

B. WCLI Program Implementation

7. Work with Program Manager, M&amp;amp;E Specialist, trainers and local partners to design, develop and conduct evaluation of the WCLI program. &amp;nbsp;

8. Support the development of comprehensive curricula and training materials that incorporate adult learning principles, blended learning methodologies and scenario-based training relevant to the Vietnamese crime prevention context.

9. Coordinate the delivery of learning content to the trainees and facilitate remote or virtual learning when applicable;

10. Act as a communication focal point for the trainees, gathering and conveying their concerns, challenges, and reflections to WCS Viet Nam for timely adjustment and response;

11. Lead the continued implementation of onsite coaching plans for officers trained under previous WCLI cohorts, in coordination with the M&amp;amp;E Specialist, training team and local partners;

12. Provide follow-up support to trainees to address their learning obstacles, and monitor their progress during and after the training courses;&amp;nbsp; 

13. Monitor and regularly update the capacity building or training plans of relevant law enforcement and judicial agencies to inform the WCLI implementation;

14. Support the development and promotion of WCLI branding in Viet Nam.

C. Other responsibilities&amp;nbsp;

15. Provide legal and policy inputs for proposal development and fundraising activities;

16. Help maintain strong partnerships with government agencies, academic institutions, development partners, NGOs, and other stakeholders;

17. Assists in managing and updating WCS Viet Nam&amp;rsquo;s databases related to laws, partners and beneficiaries.

18. Perform additional tasks assigned by the direct supervisor to support the overall effectiveness and adaptability of the WCS Viet Nam team.

Required Skills and Experience

Education:


 Master&amp;rsquo;s degree in political science, Laws, Police, Procuracy, Judiciary or related field.


Experience and competencies:


 Minimum of 7-10 years working experience related to system strengthening, capacity building legislative development and law enforcement in the government, legal/criminological training institutions, or policy advocacy/influencing campaigns in NGOs or international organizations.
 Knowledge of Viet Nam&amp;rsquo;s political, legislative, and law enforcement systems.
 Familiar with the legislative development process and criminal proceedings in Viet Nam.
 Ability to handle multitasks, prioritize, attention to detail and self-management efficiently.
 Proficient in digital tools and platforms, including project management software, data systems, and communication technologies.
 Familiarity with&amp;nbsp;illegal wildlife trade, zoonotic disease risks, and relevant policy and enforcement frameworks is highly desirable.


Language requirements:&amp;nbsp;


 Advanced written and verbal communication skills in both English and Vietnamese.

Job Summary

Under the supervision of the Country Director, the Country Finance and Administration Manager (CFAM) is responsible for leading and overseeing all financial and administrative functions of WCS Viet Nam. S/he ensures sound financial management, legal compliance, and operational efficiency across the country program. The CFAM monitors the financial performance of all projects, sub-units, and sub-grant partners, while providing strategic financial guidance to the Executive Team to support planning, reporting, risk management, and decision-making. S/he also ensures compliance with Vietnamese laws, WCS global standards, and donor regulations related to finance and administration.

Responsibilities

A. Accounting Management 


 Implements and maintains an efficient financial management and accounting system in compliance with WCS Viet Nam policies, Vietnamese laws, and WCS global standards as a US-registered 501(c)(3) organization.
 Reviews and verifies the accuracy of daily transactions, ensuring proper coding and allocation of revenue and expenditures across projects, grants, and accounts, including inter-country cross-charges.
 Supervises payroll process in compliance with statutory obligations and internal controls, including salary disbursements and the registration, declaration, and payment of taxes, social insurances and trade union fee.
 Oversees monthly and annual financial closing and reconciliation.
 Maintains complete, organized, and compliant financial records&amp;mdash;both physical and digital&amp;mdash;covering all transactions, authorizations, and supporting documentation.


B. Grant and Fiscal budgets management


 Leads the preparation of annual fiscal budgets and proposal budgets, ensuring comprehensive inclusion of programmatic, administrative, and staff costs.
 Monitors grant and contract financial lifecycles, ensuring comprehensive analysis of grant financial performance and timely reports submission and close-out.
 Maintains an up-to-date database of project funding, including grant agreements, contracts, budgets, and donor-specific compliance requirements.
 Collaborates with the Grants and Procurement Manager to support the Country Director and program teams in resource planning, issue resolution, and development of mitigation strategies or new funding proposals.


C. Internal Control &amp;amp; Quality Assurance&amp;nbsp; 


 Ensures adherence to the highest standards of financial integrity and internal controls, guaranteeing that all grants and activities comply with national legislation, including labor laws, taxation, and statutory benefits.
 Serves as the primary focal point for internal and external audits.
 Conducts monitoring visits to sub-grantees when necessary to provide oversight and support.
 Advises the Country Director on any identified weaknesses or risks in financial controls and procedures, providing recommendations for corrective actions and decision-making.


D. Administration Management


 Ensures effective management of procurement, inventory, financial systems, and budget oversight.
 Oversees the cost-effective procurement of assets, equipment, and supplies, ensuring proper inventory, issuance, and usage in line with established procedures.
 Manages administrative support services for the country office, including lease and rental agreements, property insurance, office security, transportation, travel arrangements, and general office operations.
 Supervises daily office functions such as vendor and supply management, cleanliness, and IT support to maintain a smooth and efficient work environment.
 Oversees front desk operations, including correspondence handling, call and visitor reception, and directing inquiries. Maintains updated contact lists for service providers and vendors.


E. Human Resource Management and Supervision


 Leads onboarding for new staff and refresh training for all staff, ensuring timely and comprehensive guidance on all relevant financial and administrative policies and procedures.
 Manages and supports the performance and development of Finance and Accounting, Administration staff through coaching, training, and supervision to ensure efficient and effective service delivery.


F. Others 


 Represents WCS Viet Nam at external meetings, workshops, and events to promote the organization&amp;rsquo;s mission and foster collaboration.
 Collaborates with the Regional/Global Finance Team to provide regular financial updates and ad-hoc reports as required.
 Supports recruitment processes by participating in candidate selection activities in line with organizational procedures.
 Performs other duties as assigned by the direct supervisor, contributing to the overall effectiveness and adaptability of the team.

Education:


 Master or Advanced degree in Accounting, Finance or relevant fields.

 Proven experience and Knowledge of the policies, regulations, reporting formats, and cultures of traditional donors, including USG, UN, European donors and others.
 Skilled in procurement risk management, including supplier due diligence, conflict of interest mitigation, and contract oversight.
 Effectively prioritizes tasks and adapts to changing demands, managing time and resources efficiently.

Major Responsibilities:

Subaward Administration:


 Manage the entire subaward lifecycle, including solicitation, negotiation, and execution of agreements, create coding, monitoring until grant closed.
 Coordinate with relating parties to ensure all subawards are compliant with relevant laws, regulations, and donor guidelines.




Risk Management:


 Lead to conduct thorough risk assessments of potential subawards, identifying key risks and developing appropriate mitigation strategies.
 Monitor and assess the financial and operational performance of subrecipients.


Capacity Building and Support:


 Provide ongoing technical assistance and training to subrecipients to enhance their financial management and compliance capabilities.
 Develop and deliver workshops and training sessions on best practices in subaward management.
 Roll out any new training and communication on changes in subaward policy to internal colleagues.


Financial Oversight:


 Review and approve financial reports from subrecipients, ensuring accuracy and compliance with budgetary guidelines.
 Once the financial report is approved, liaise with Finance Manager to process payments to subgrantee
 Track subaward expenditures against budgets, identifying variances and implementing corrective actions as necessary.


Monitoring and Evaluation:


 Lead the monitoring and conducting to assess subrecipients&amp;rsquo; performance against project objectives and deliverables.
 Regularly review subrecipient progress and provide feedback for improvement


Reporting and Documentation:


 Prepare comprehensive reports on subaward activities for internal stakeholders and donors, highlighting key performance indicators and compliance issues.
 Maintain accurate and organized records of all subaward documentation.
 Develop a database containing all subaward documentation and be the main point of contact for all related subaward matters with WCS HQ


Collaboration and Communication:


 Build and maintain effective relationships with subrecipients, providing guidance and support throughout the project lifecycle.
 Work closely with internal teams (e.g., finance, programs) to ensure cohesive project implementation.


Minimum Requirements and Job Skills:

Education: Bachelor&amp;rsquo;s degree in Finance, Business Administration, International Development, or a related field; Master&amp;rsquo;s degree preferred.

Experience:


 Minimum 3 years of experience in subaward management, grants and subgrant administration including administering small subawards in an international environment. Experience in an international organization/ NGO, development agencies is preferred.
 Experience in managing substantial (&amp;gt;USD 750,000) US Government grants and/or contracts (i.e. USAID, DTRA, INL) required; additional experience of European Governments, UN and/or other bilateral/multilateral grants preferred.
 Proven grant and financial management experience in a multi-funder environment.


Skills:&amp;nbsp;



 Strong understanding of grant compliance and financial management principles.
 Excellent analytical, communication, and interpersonal skills.
 Proficiency in relevant software (e.g., MS Excel, financial management system and major financial accounting and reporting software (SAP or equivalent).

It has assisted central agencies to review and propose necessary changes to national legislation, criminal intelligence analysis systems, inter-agency cooperation. WCS has also facilitated Government to Government dialogue through multilateral and bi-lateral collaboration efforts, between Viet Nam and Asian, African and Latin American countries, to detect and response to illegal wildlife trade networks. Its wildlife health expertise has been leveraged to address unregulated wildlife trade and mitigation of pandemic threats, through collaborative research, training, and policy development. Job Summary&amp;nbsp;

The volunteer is expected to provide support in maintain and enrich the professional wildlife-related database systems which are mostly by English and carry out basic statistic and analysis.

Responsibilities&amp;nbsp;


 Search, verify, clean data of wildlife seizures and other information from available sources of WCS and entry data into existing database systems of WCS;
 Carry out research on assigned topic and synthesize collected information into WCS forms and templates;
 Conduct basic statistic and analysis based on the WCS&amp;rsquo;s available data and fill in WCS forms and templates;
 Perform other tasks as assigned by the direct supervisor.


Requirements


 Vietnamese citizen living/studying/working in Ha Noi;
 Studying/working fields relate to law, science, forestry, agriculture, environment, and information technology;
 Demonstrate skills in database management and record keeping;
 Experience of gathering, structuring, statistics and analyzing, and visualizing data using word processing, spreadsheet software programs such as Excel is preferable;
 Ability to respond effectively to time sensitive demands &amp;amp; inquiries;
 Ability to handle multitask, priority, attention to details and time management efficiently;
 Intermediate reading and written English skills;

Job Summary:

WCS seeks a dynamic, experienced individual with a strong interest in international wildlife conservation and working at the nexus of wildlife health, domestic animal health, and human health.

The position will work with the Regional Director, Executive Director Health Program, and in-country leadership to develop and support implementation of One Health projects throughout the region.

This position will also support a comprehensive strategy and approach that contributes to achieving WCS&amp;rsquo;s national and landscape visions through integrating wildlife health activities into ongoing landscape and thematic priorities.

Major Responsibilities:


 Ensure overall coordination of WCS&amp;rsquo;s regional wildlife health project portfolio - including technical and operational support to project activities
 Provide capacity building through both structured training and on-the-job support to national WCS wildlife health staff and partners in executing project activities
 Promote improved health and management of livestock and domestic animals in WCS landscapes with communities living at the wildlife/forest/wetland interface. Indicative current issues of concern include avian influenza, African Swine Fever and Lumpy Skin Disease, but other potential health threats will be evaluated and explored where needed
 Support country programs in the design and implementation of research and activities linking health and landscape-based initiatives (e.g. forest degradation and ecosystem health, and public health interventions as nature positive solutions)
 Provide veterinary support to in-situ/ex-situ interventions and collaborations involving WCS priority species
 Contribute to the development of active and passive disease surveillance protocols and networks designed to detect and validate reported wildlife morbidity/mortality events, particularly those related to WCS landscapes or priority species
 Support on the ground counter-wildlife trafficking initiatives regarding issues of confiscation management, animal handling, and risk reduction
 Work with WCS policy staff to promote and support policy and legal reform initiatives at national, regional and global levels to leverage health related issues for conservation goals

Qualification Requirements


 Advanced degree in veterinary medicine or a related discipline.
 Work experience in epidemiology, pathology, wildlife medicine, and/or disease ecology.

 Demonstrated writing and oral communication skills to effectively communicate project findings to a broad constituency, including both local and international scientific and lay audiences.

Under the supervision of the Country Finance Manager, the Accounting Intern will work as a member of the Finance and Accounting team to provide support to WCS Vietnam Office on accounting and financial tasks. S/he will mainly be responsible for processing daily payments, updating entries to WCS&amp;rsquo;s accounting system and preparing reports as assigned.

WCS have now developed a Wildlife Crime Leadership Initiative (WCLI), a long-term leadership training program to develop the next generation of effective law enforcement leaders, who are committed to protecting wildlife, and who can collaborate across agencies, sectors, and countries to address the illegal wildlife trade.

Role Description

A Learning Management System Coordinator is being recruited to support the coordination of the Wildlife Crime Leadership Initiative (WCLI) Online Learning Management System (LMS), as well as support the administration of learning materials and delivery of courses.

Responsibilities


 Producing guidelines for enhancing online content on the LMS: WCS has developed over two hundred lessons covering a range of topics that are ready to be enhanced by different country teams for implementation in different national contexts. The Learning Management System Coordinator will draw on their experience or conduct research into techniques to enhance lessons within the LMS and produce guides so that other WCS teams or their appointees can undertake their own improvements and contextualize content as needed, and then support the development of contextualized courses in the LMS.
 Enhance lessons on the LMS: The Learning Management System Coordinator will apply the enhancement methodology documented in point 1 above to lessons within the LMS for the global curriculum. This includes adding translations, videos, graphics, adjusting the instructional design, adjusting activities and anything else that improves the learner&amp;rsquo;s experience. The Learning Management System Coordinator can also update images, videos and graphic materials as required.
 Maintain repositories of learning materials: The Learning Management System Coordinator will develop and maintain repositories of learning materials for easy design of new courses, and collaboration with partners.
 Supporting course delivery through the LMS: As WCS and partners deliver courses through the LMS, the Learning Management System Coordinator will support the administration of courses, and where needed, conduct simple formative grading activities using marking criteria provided by subject matter experts and provide regular reports on learner&amp;rsquo;s progress, drawing from outputs in the LMS.
 Develop frameworks to analyze outputs from the current deliveries: The Learning Management System Coordinator will collate and analyze learning data through consultation with WCS teams, to inform course evaluations. This may include the development of bespoke dashboards or other reporting tools.


Required Skills and Experience


 Experience with capacity building for counter wildlife trafficking activities, or equivalent experience in adult education and capacity building in other sectors.
 High level of IT competence and digital literacy.
 Excellent English language verbal and written communication skills.
 Ability to research and acquire new skills quickly (specifically IT skills related to eLearning).
 Highly motivated and able to demonstrate excellence in their work.
 Good attention to detail, able to produce high-quality materials.
 Experience working as part of a global, multi-cultural team, operating mostly remotely.


Desired Skills and Experience


 Experience with long-term capacity-building programs related to counter-wildlife trafficking.
 Fluency in a second language(s) would be valuable, particularly Vietnamese, Indonesian, Laotian or Spanish.
 Qualifications or experience related to instructional design and the use of online learning management systems.
 Creative skills; e.g. graphic design, filmmaking, and video editing skills.
 Competence with HTML, SQL, dashboarding and other relevant technical skills.
 Familiarity with online project collaboration tools (e.g. Asana, Trello, Basecamp etc).

WCS Viet Nam Program Overview

WCS has been working in Viet Nam since 2006, focusing on enhancing the commitment, capacity and actions of the government of Viet Nam to tackle the trafficking of wildlife, supporting national partners through developing and implementing highly focused, evidence-based strategies informed by an in-depth understanding of the dynamics of trafficking and the people involved to reduce the profits of crime and strengthen the risk of capture and sanctions. WCS Viet Nam have generated a wide range of reliable data on a number of related issues on illegal wildlife trade, trained and briefed about 5,400 law enforcement and judicial officers, policy makers, journalists, researchers and managers nation-wide and distributed a number of technical handbooks and guides. It has assisted central agencies to review and propose necessary changes to national legislation, criminal intelligence analysis systems, inter-agency cooperation. WCS Viet Nam has also facilitated Government to Government dialogue through multilateral and bi-lateral collaboration efforts, between Viet Nam and Asian, African and Latin American countries, to detect and response to transnational illegal wildlife trade networks. Its wildlife health expertise has been leveraged to address unregulated wildlife trade and mitigation of pandemic threats, through collaborative research, training, and policy development. In the past decade, WCS Viet Nam has also expanded to work with other conservation organizations and public laboratory towards finding and protecting Rafetus Swinhoei in the wild.

Job Summary

Under the supervision of the PLES Team Leader, the Program Officer will:


 Conduct related legal analysis and review for policy and legal reform, and law enforcement assistance regarding wildlife protection;
 Conduct case review to identify legal loopholes, gaps of knowledge or challenges in the application of wildlife protection regulations and handling relevant wildlife-related violations by wildlife management authorities, law enforcement agencies and judiciary in order to provide law enforcement and judicial agencies with adequate support;
 Build networks and maintain strong relationships with governmental and non-governmental partners, and other national think-tanks to build collective actions in tackling effectively wildlife trafficking in Viet Nam.&amp;nbsp;


This Job Description is progressive in nature and shall be reviewed and amended from time to time to meet WCS Viet Nam program needs.

Responsibilities

A. Policy and legal review 

1. Conducts and provides inputs to the institutional, policy, and legislative reviews and analysis to identify challenges and provide recommendations to improve legal framework on wildlife protection and management, and law enforcement effectiveness; 

2. Monitors the national legal development to identify opportunities for WCS Viet Nam to influence relevant legislative and policy development, and supports the implementation of policy influencing process;

3. Provides technical inputs to training materials, briefs, publications, and other communication product to ensure legal accuracy and consistency with the current legal framework on wildlife protection and management;

4. Manages WCS Viet Nam&amp;rsquo;s Law Database by updating new legislations, synthesizing and providing legal guidance and recommendations from different sources; 

5. Provides technical inputs on legal matters arise during WCS operation in Viet Nam; and contributes to the development of WCS Viet Nam policies and strategies.

B. Case management and review

6. Conducts the entry and updates of a wildlife crime case database including court verdicts;

7. Selects and reviews the application of wildlife protection regulations, and criminal proceedings conducted by law enforcement and judicial agencies in handling wildlife cases to identify legal gaps and loopholes or challenges that they encounter during the investigation, prosecution and conviction of wildlife crime;

8. Provides legal inputs on certain wildlife-related violation cases to maximize the effectiveness of law enforcement activities.

C. International Cooperation

9. Coordinates, implements or supports the implementation of activities aimed at promoting international cooperation between Viet Nam and other countries in countering transnational organized wildlife crime including conducting institutional and legal researches and/or analysis; organizing events/meetings such as joint-agency field missions, bilateral and trilateral meetings, Viet Nam - African range states dialogue etc...

D. Networking and Partnership 

10. Builds and maintains partnerships with key government agencies at the national and local levels in Viet Nam, research/academic institutions, development partners, international organizations, CSOs, NGOs, and influential individuals;

11. Contributes to the management of partner databases.

E. Grant development and implementation

12. Contributes to the execution of grant activities related to policy and law enforcement support and international cooperation;

13. Contributes to the management of the team budget and M&amp;amp;E indicators of relevant activities;

14. Provides policy and legal insights to the proposal development; and supports on other fundraising activities, as requested;

F. Others

15. Supervises and liaises with consultants as appropriate;

16. Acts as WCS Viet Nam&amp;rsquo;s representative at meetings and workshops as required; 

17. Performs other tasks as assigned by the direct supervisor.

Minimum Requirements


 Bachelor or Master Degree in Laws, Police, Procuracy, Judiciary or related field;
 Minimum of three years&amp;rsquo; working experience related to legislative development and law enforcement in the government, legal/criminological training institutions, or policy advocacy/influencing campaigns in NGOs or international organizations;
 Knowledge of Viet Nam&amp;rsquo;s political, legislation, and law enforcement systems;
 Familiar with the legislative development process and criminal proceedings in Viet Nam;
 Ability to handle multitasks, prioritize, attention to detail and self-management efficiently;
 Proficient in written and verbal communication skills in Vietnamese and English;
 Computer skills mandatory, proficient in Microsoft Office Applications;
 Concerned for wildlife conservation &amp;amp; environmental issues, have skills and experience in synthesizing information, analyzing data and developing reports are assets.

Job Summary:

The main purpose of this role will be to oversee the budget, grants, finances, and program administration of the counter-wildlife trafficking thematic program of WCS Global and provide support in managing the operation of the program.

The position works under the guidance of the Executive Director, Counter Wildlife Trafficking and in close coordination with Regional Business Managers, CWT Program Manager and staff around the world, while liaising with WCS&amp;rsquo;s Global Budget, Grants Management and Compliance team, Global Resources, Legal, HR, IT, Accounting, Payroll, and Purchasing departments.

Major Responsibilities:

- Budget Planning and Financial Management:&amp;nbsp;


 Lead the annual WCS budgeting process for the CWT thematic program.&amp;nbsp;
 Conduct regular reviews of revenue and expenditure and assist in reconciling and ensuring quality control of financial transactions.
 Verify proper booking of revenue and assist program staff with allocation of expenses. Conduct regular analysis of the status of the budget (revenue and expenditure) and develop reports and analytical tools to assist the Executive Director in decision-making and financial planning.
 Develop short and long-term financial plans.&amp;nbsp;


- Program Administration:


 Establish and maintain efficient administrative systems and procedures to support the smooth running of the program.&amp;nbsp;
 Ensure timely coordination of human resources administration, procurement, contract management, and information management.&amp;nbsp;
 Review and approve payment requests and credit card transactions. Coordinate compliance with WCS policies.
 &amp;nbsp;Keep updated on changes in organizational policies and procedures and provide guidance to the team on the relevant approaches and procedures.&amp;nbsp;


- Proposal Development:


 Support the proposal development process with the development and review of grant proposal budgets and assess implications on overall program budgets.
 Ensure budgets are covering costs and are contributing to strengthening the programs.
 Ensure that proposal budgets are developed and reviewed in compliance with WCS policies.


- Grant Reporting:


 Track reporting timelines, and work with program staff and Departments to ensure timely and accurate financial reporting and compliance with donor guidelines.
 Prepare and provide certified financial reporting to funding sources including private donors, foundations, corporations, and international and governmental agencies.
 Work with the program staff to prepare grant extension/modification requests as needed.&amp;nbsp; Prepare payment requests, and ensure disbursements are processed according to the agreements.


- Grant and Subaward Management:


 Review grant agreements and contracts, work with relevant departments to support negotiation and final signature.
 Ensure new grants are properly set up in the accounting system.&amp;nbsp; Update and maintain grant information in the central database.
 Serve as a budget lead and grant manager for global grants, and work with regional programs on the administration and financial management of these grants in the regions.
 Support programs in understanding WCS grant management processes, systems, tools and donor compliance requirements.
 Determine milestones, monitor progress, and ensure revenues are recognized accordingly.&amp;nbsp; Working with the Regional Controller, coordinate audit responses and grant closures.&amp;nbsp;
 Assist program staff in determining contractual modality in consultation with the legal team.&amp;nbsp; Conduct risk assessments of partners and identify risks relevant to the conditions of prime awards, adjusting special conditions, reporting requirements and payment schedules as necessary.&amp;nbsp; Draft the subgrant agreement/ amendments and reporting template.&amp;nbsp;
 Oversee and monitor subgrantees, keep track of deliverables and grant compliance requirements reviewing financial reports and certifications, and issuing amendments as necessary.&amp;nbsp; Working with the Accounts Receivable team, identify milestones and recognize expenses as part of subaward accounting.


Qualification Requirements


 Bachelor&amp;rsquo;s degree required. Related program of study such as finance, accounting, economics, or business preferred.
 Proven grant and financial management experience in an international organization (5+ years) in a multi-funder environment required. Grant financial reporting experience required. Experience with government and agency grants such as USG, UN, EU is preferred.
 Effective &amp;ldquo;roll up the sleeves&amp;rdquo; work ethic; Demonstrated ability to work with a diverse team. Must be solution-oriented and have strong problem solving and analytical skills.
 Spoken and written fluency in English required, fluency in Spanish or French a plus.
 Excellent interpersonal and communications skills, including writing and editing.
 Meticulous attention to detail and commitment to quality are required.

WCS Viet Nam Program Overview

WCS has been working in Viet Nam since 2006, focusing on strengthening the commitment, capacity and actions of the government of Vietnam to reduce the trafficking of wildlife, supporting partners including Ministry of Public Security, Supreme People&amp;rsquo;s Court, Supreme People&amp;rsquo;s Procuracy, Ministry of Justice, Ministry of Agriculture and Rural Development, and the National Assembly through developing and implementing highly focused, evidence-based strategies informed by an in-depth understanding of the dynamics of trafficking and the people involved to reduce the profits of crime and strengthen the risk of capture and sanctions. WCS Viet Nam has generated a wide range of reliable data on a number of related issues on illegal wildlife trade, trained and briefed about 5,400 law enforcement and judicial officers, policy makers, journalists, researchers and managers nation-wide and distributed a number of technical handbooks and guides. It has assisted central agencies to review and propose necessary changes to national legislation, criminal intelligence analysis systems, and inter-agency cooperation. 

Starting in 2015, WCS Viet Nam initiated conservation efforts for the Yangtze softshell turtle, Rafetus swinhoei, also known as the Hoan Kiem turtle. The program commenced with field surveys aimed at identifying potential rivers and lakes where this species still exists. Subsequently, in 2018, in collaboration with the Asian Turtle Program (ATP)-Indo Myanmar Conservation, WCS Viet Nam has been supporting Ha Noi Department of Agricultural and Rural Development (Ha Noi DARD) to implement the &amp;quot;Conservation Action Plan for R. swinhoei individuals in Dong Mo and Xuan Khanh lakes and the vision for 2030&amp;quot; set forth by the Ha Noi People&amp;#39;s Committee and established a restoration program for R. swinhoei, focusing on breeding and reintroducing the species back into the wild.

In 2021, WCS Viet Nam conducted a mapping exercise to understand the issues of species conservation and develop a path to work on other species beyond Rafetus swinhoei, linked to our strategies for prevention of illegal wildlife trade in Viet Nam. We recognized the effort of national conservation programs for elephants, primates, tigers, and turtles over the last decade, and with the approval from the Prime Minister on 28th January 2022 on the national strategy for biodiversity until 2030 and vision to 2050, to specifically conserving native wildlife and birds in Viet Nam. WCS Viet Nam is now undertaking a desk review to better understand the scope and scale of wild bird trade in Viet Nam and we are considering expanding our work to address challenges and limitations in the management of avian influenza and pandemic prevention, and foster law enforcement and regulations on bird conservation.

Job Summary

Under the supervision of the Country Director, the Species Conservation Coordinator is responsible for developing species conservation activities for WCS Viet Nam. This will include formative research to understand what species are in danger and why, then figure out how WCS can support to address those issues building upon its vast experience in wildlife health and combating illegal wildlife trade. S/he is also tasked to develop and execute a workplan and budget related to species conservation activities.

This Job Description is progressive in nature and shall be reviewed and amended to meet developing needs.

Responsibilities

A. Research and development

1. Guides existing species conservation commitments, such as the conservation of the Rafetus swinhoei;

2. Deploys research initiatives to support new species conservation efforts in line with the WCS Viet Nam priorities, strategues and expertise, such as that involving threatened bird conservation;

3. Develops budget and forecasts for new plans on species conservation concerning threats from wildlife trafficking and risks to human health;

4. Interacts with other WCS technical teams, species specialists and donors to lead proposal development and reports;

5. Contributes to design and deliver capacity building activities on species conservation and protection for law enforcement and judicial officers and wildlife related authorities;

6. Works with the Policy and Law Enforcement Support team to ensure policies and procedures related to species conservation are kept to date;

7. Oversees database on species conservation research and field surveys.

B. Networking and Partnership

8. Builds strong networks and maintains relationships with relevant government agencies, private sector companies, the donor community, sub-grants, laboratories, research institutions and influential individuals in wildlife conservation.

C. Management and Supervision 

9. Provides technical inputs on species conservation and issues arising during WCS operation in Viet Nam; and contributes to the development of WCS Viet Nam policies and strategies;

10. Inducts training properly and timely to new staff on WCS&amp;rsquo;s species conservation activities.

D. Others

11. Acts as the WCS&amp;rsquo;s representative at meetings/workshops as required;

12. Performs other related tasks as requested by the direct supervisor including provision of support to other areas of work and teams.

Requirements


 Degree in a relevant field such as agricultural science, environmental science, forestry, rangeland management;
 Minimum 3 years of relevant work experience in a similar position, preferably in NGO or international organizations;
 Required knowledge about species, esp. species identification and species conservation priorities in Viet Nam, particularly relating to either turtles or birds;
 Required &amp;nbsp;research and development background/experience practical fieldwork experience in animal search;


Desired skills and experience 


 Verified track record working with relevant government agencies, donors, and other partners on biodiversity conservation and/or wildlife;
 An analytical mind with an openness to new ideas and innovations;
 Strategic thinker with excellent interpersonal and negotiation skills;
 Ability to lead, and supervise a team including consultants;
 Excellent written and verbal communication skills in English and Vietnamese;
 Excellent computer skills (MS Office package, email, database management skills, internet);
 The capability to use technology (aerial and underwater drones, fish finder, camera trap, GiS etc.) in species conservation is an advantage;

Background

WCS have now developed a Wildlife Crime Leadership Initiative (WCLI), a long-term leadership training program to develop the next generation of effective law enforcement leaders, who are committed to protecting wildlife, and who can collaborate across agencies, sectors, and countries to address the illegal wildlife trade.

Role Description

A Learning Management System Coordinator is being recruited to support the coordination of the WCLI Online Learning Management System (LMS), as well as support the administration of learning materials and delivery of courses.

&amp;nbsp;

Responsibilities

Producing guidelines for enhancing online content on the LMS: WCS has developed over two hundred lessons covering a range of topics that are ready to be enhanced by different country teams for implementation in different national contexts. The Learning Management System Coordinator will draw on their experience or conduct research into techniques to enhance lessons within the LMS and produce guides so that other WCS teams or their appointees can undertake their own improvements and contextualize content as needed, and then support the development of contextualized courses in the LMS.

Enhance lessons on the LMS: The Learning Management System Coordinator will apply the enhancement methodology documented in point 1 above to lessons within the LMS for the global curriculum. This includes adding translations, videos, graphics, adjusting the instructional design, adjusting activities and anything else that improves the learner&amp;rsquo;s experience. The Learning Management System Coordinator can also update images, videos and graphic materials as required.

Maintain repositories of learning materials: The Learning Management System Coordinator will develop and maintain repositories of learning materials for easy design of new courses, and collaboration with partners.

Supporting course delivery through the LMS: As WCS and partners deliver courses through the LMS, the Learning Management System Coordinator will support the administration of courses, and where needed, conduct simple formative grading activities using marking criteria provided by subject matter experts and provide regular reports on learner&amp;rsquo;s progress, drawing from outputs in the LMS.

Develop frameworks to analyze outputs from the current deliveries: The Learning Management System Coordinator will collate and analyze learning data through consultation with WCS teams, to inform course evaluations. This may include the development of bespoke dashboards or other reporting tools.

Required Skills and Experience 


 Experience with capacity building for counter wildlife trafficking activities, or equivalent experience in adult education and capacity building in other sectors.
 High level of IT competence and digital literacy.
 Excellent English language verbal and written communication skills.
 Ability to research and acquire new skills quickly (specifically IT skills related to eLearning).
 Highly motivated and able to demonstrate excellence in their work.
 Good attention to detail, able to produce high-quality materials.
 Experience working as part of a global, multi-cultural team, operating mostly remotely.


Desired Skills and Experience


 Experience with long-term capacity-building programs related to counter-wildlife trafficking.
 Fluency in a second language(s) would be valuable, particularly Vietnamese, Indonesian, Laotian or Spanish.
 Qualifications or experience related to instructional design and the use of online learning management systems.
 Creative skills; e.g. graphic design, filmmaking, and video editing skills.
 Competence with HTML, SQL, dashboarding and other relevant technical skills.

I. Background&amp;nbsp;

Over the past years, Viet Nam has exerted tremendous efforts to complete the national legal framework for wildlife protection; especially regulations on administrative and criminal sanctions against wildlife protection violations. However, in the process of implementation, it has been revealed that there remain some gaps and loopholes in the legal framework, which leads to inconsistent application of related regulations for law enforcement and judicial agencies, particularly regarding African pangolin scales, integral parts of wildlife, wildlife&amp;rsquo;s products, &amp;hellip;&amp;nbsp;

In that context, WCS would like to procure consultancy services to help develop visual guideline materials on the procedures for handling cases of violating legal regulations on wildlife protection (both in print and electronic formats). These materials will support the relevant authorities in effectively handling wildlife-related cases.&amp;nbsp;

II. Objectives:&amp;nbsp;


 
 Provide guidance &amp;amp; disseminate the process of handling violations related to wildlife protection and notable issues for law enforcement officials, prosecutors, and judicial officers at the local level who directly handle wildlife-related cases;&amp;nbsp;
 
 
 Propose solutions to resolve difficulties and obstacles in handling wildlife-related cases and give relevant solutions.

I. Background:&amp;nbsp; 

Pre-COVID-19, people from Quang Binh province were often recruited and brought to other countries like Malaysia, and Korea&amp;hellip;for working, both via official and unofficial gateways. In 2018 and 2019, in the whole province, more than 7 thousand workers were working abroad through official channels.

During the COVID-19 period, these activities seemed to have slowed down due to the strict travel, disease controlling and immigration policies in Viet Nam and other countries. In 2020, according to statistics from the Department of Labor, War Invalids and Social Affairs of the province, only about 2 thousand workers in Quang Binh province were allowed to go abroad to work through official channels.

From the end of 2022, in a post-COVID context, the local government continued the policies, support, and promotion of the recruitment of residents for labour export. With the support and promotion from the local government, the number of people who registered for labour export increased. However, besides the majority of workers registering to work abroad through official channels; many organizations and individuals also find ways to bring Quang Binh workers abroad illegally under the guise of &amp;quot;labor export&amp;quot;, or conduct illegal immigration activities. While many workers are motivated to work to elevate their financial status, a few workers changed the goal of their trips to a more negative direction such as running away to find another job instead of fulfilling the signed labor contract with the employers, or participating in illegal activities in the host country; this brought negative impacts to Viet Nam as well as other residents.

To further understand this issue, WCS Viet Nam plans to conduct a quick research/survey to collect and analyse information regarding Vietnamese citizens from Quang Binh going to Malaysia as labour export post-COVID-19; the finding from this research/survey will serve as the basis for further research and intervention in the future.

WCS Viet Nam needs to recruit consultants to carry out this research/survey on the situation of migrant workers from Quang Binh to Malaysia

II. Objectives:

To get an update situation of the citizens of Quang Binh who work in Malaysia through official and unofficial channels and their issues while working and staying in Malaysia, including violation of legal regulations of the host country, since post-COVID-19 up to the date.

IV. Requirements (selection criteria):


 Be Vietnamese
 Have a graduate/postgraduate degree in journalism, environment, law, social science, or related majors to this survey topic.
 Possess 3-5 years of experience in conducting research/field surveys related to this topic, especially about trading of wildlife and its products, or other environmental issues.
 Demontrade a minimum 3 years of experience in carrying out activities in Quang Binh, and an understanding economic and social issues in this area.
 Exhibit good skills in developing plans and implementing field surveys.
 Have good skills in information compilation and developing survey reports by Vietnamese.

I. Background:

Since 2016, WCS Viet Nam has worked with the Criminal Statistics Bureau (CSB or Department 2) of Supreme People&amp;rsquo;s Procuracy (SPP) of Viet Nam on collecting data, assessing the situation of wildlife violations and crime, and measuring how relevant law enforcement and judicial agencies have responded to the situation. To date, three reports for the periods of 2013-2017, 2018-2019, and 2020-2021 have been developed and published.

Implementing the cooperation plan between WCS and the SPP in 2023-2024, WCS Viet Nam will continue to work with the SPP&amp;rsquo;s Department 2 to assess the wildlife violations nationwide; and develop a report on the situation of wildlife crime and the law enforcement response in Viet Nam in 2022-2023.

To support WCS Viet Nam and the SPP&amp;rsquo;s Department in implementing a series of activities to prepare, collect, and analyze data and then develop the report, WCS Viet Nam needs to recruit a consultant group to carry out some specified tasks.

II. Objectives:

A group of consultants will cooperate with WCS Viet Nam and the SPP&amp;rsquo;s Department 2 to carry out activities to achieve the following objectives:


 To improve the knowledge and skills of prosecutors/officials in charge of data collection, analysis, and interpretation of data for reporting crime situation purposes.
 To propose the integration of automated data collection and statistical form of wildlife cases into the existing database management system for data statistics and analysis purposes.
 To assess the situation of wildlife crime nationwide and the effectiveness of the criminal justice system in handling wildlife crime cases from 2022 to 2023.

    Study and review three reports from the previous periods and propose an outline for the report on the situation of wildlife crime and law enforcement responses in Viet Nam for the period of 2022-2023.
    Analyse collected data and develop a report by using the approved report outline, including revising and finalizing the report based on comments from WCS Viet Nam, &amp;nbsp;the SPP&amp;rsquo;s Department 2, and other independent experts who are selected and proposed by WCS Viet Nam. The content of the report includes three main parts but is not limited to:
   

   
    Wildlife crime situation (number of cases, types of violations, violated species, etc.);
    Results of law enforcement efforts of the criminal justice system.
    Advantages and disadvantages in the application of the relevant laws and policies; and recommendations to improve the legal framework and enhance the effectiveness of law enforcement and judicial agencies.

The consultant group responsible for coordinating with WCS Vietnam and Department 2, SPP to implement the activities must meet the following criteria:

Team leader: Responsible for coordinating and supervising the work to ensure commitment and quality, must meet the following criteria:


 Have a postgraduate degree in law, criminology, or related majors;
 Possess in-depth knowledge of the criminal justice system, especially regarding wildlife crime in Viet Nam;
 Have a minimum of 15 years of experience working in law enforcement; with a preference for experience in criminal statistics and the development of crime reports within the procuracy system;
 Demonstrate knowledge and experience in developing data collection and analysis forms, and crime statistical database systems; designing training programs and materials to improve the capacity of officials/prosecutors on criminal statistics work; analyzing and evaluating the situation of violations and crimes in general, and related to wildlife in particular.
 Exhibit strong analytical data and statistical evidence-based writing skills.
 Demonstrate the ability to establish relationships with units of the procuracy system from central to local levels; and relevant law enforcement agencies in provinces and cities during the process of data collection and consultation on wildlife crime situations.

I. Background:&amp;nbsp; 

Wildlife-related crime is considered a transnational organized crime and is associated with other types of crime such as money laundering, tax evasion, and corruption. Wildlife traffickers are using more sophisticated methods and information technology to move, hide and launder their illicit proceeds, such as cash smuggling, trade-based money laundering, shell companies, and other informal value transfer systems, and cryptocurrencies.

Cyber-enabled crime has grown rapidly in recent years, along with the growth of the internet, usually outpacing the ability of law enforcement officers to counter it. While wildlife traffickers make direct use of cyber platforms to sell illegal wildlife products, they also make use of the digitization and globalization of financial systems to obscure profits and circumvent traditional checks on financial activity.

In Viet Nam, according to Article 3 of the Resolution 3/2019 of the Supreme Court&amp;rsquo;s Judge Council, wildlife crime is considered as a predicate offence for money laundering crime. WCS&amp;rsquo;s training needs assessment with selected prosecutors and judges in Viet Nam have identified that they mostly focus on handling the predicate offences which are the offences against regulations on the management and protection of wild animals, and offences against regulations on the management and protection of endangered, rare animals, but not their illicit proceeds as the subject of money laundering offence. There are a few reasons for this problem including a lack of knowledge on conducting and monitoring the financial investigation into wildlife crime to explore the types of evidence that need to be collected during law enforcement operations, identify offenders and assets obtained with proceeds of crimes; and limited skills to examine financial documents, trace and analyze financial flows.

WCS Viet Nam will collaborate with the Supreme People&amp;rsquo;s Procuracy (SPP) and designated lecturers and trainers to conduct a training course on using digital and financial evidence to prosecute wildlife crime for 20 in-service prosecutors who are joining the Wildlife Crime Leadership Initiative (WCLI) program in Viet Nam. Therefore, we are seeking an international consultancy service to conduct a 3-day training course as well as prepare for an internationally recognized accreditation of this training course.

 Experience in instructional management and development of training programs for law enforcement and judiciary.
 Be a qualified awarding organization to provide internationally recognized accreditation for the training programs for law enforcement and judiciary.

 Excellent coordination, communication, and facilitation skills.

Wildlife Conservation Society (WCS) is a non-profit, US-based private organization that saves wildlife and wild places worldwide through science, conservation action, education, and inspiring people to value nature. With secured grants from various Governments and private donors, WCS has worked in Viet Nam since 2006 with government, civil society, and media partners to strengthen the commitment and institutional capacity of key agencies to combat wildlife trafficking. We facilitate collaboration and cross-agency action at domestic and international scales between key law enforcement agencies, the judiciary, natural resource regulatory agencies and civil society organizations.

During the period from July 01, 2022, to December 30, 2023, WCS has received funding from the Department of Environment, Food and Rural Affairs (DEFRA) to implement a project titled &amp;ldquo;Exploring drivers of wild meat consumption and interventions in Vietnam&amp;rdquo;.

To comply with donor&amp;rsquo;s regulation, WCS Viet Nam Office is seeking a well-organized audit firm or an independent qualified assessor to conduct an external audit to review whether the total claims were fully and solely expended for the purposes set out in the original application (or as subsequently agreed with the Department) and following the terms and conditions for the grant. To ensure the quality and transparency of the auditing process, we will provide relevant documents, access to relevant legal documents, correspondence, and any other information deemed necessary to this process.

2. DETAILS OF THE PROJECT AND REQUESTED SERVICES

2.1. Project name: Exploring drivers of wild meat consumption and interventions in Viet Nam.

2.2. Project period: 01/07/2022 &amp;ndash; 30/12/2023

2.3. Total project funding: &amp;pound;99,998 for personnel cost, program/activities cost and overhead cost. Please see more details in the project agreement upon request.

2.4. Service: Financial Audit. The audit shall be conducted per DEFRA guidelines for spending and reporting or otherwise as agreed between donor and recipient.

I. Background:&amp;nbsp;

In the past few years, WCS and the Asian Turtle Program (ATP) under Indo-Myanmar Conservation conducted intensive interview surveys in lakes of Suoi Hai, Ha Noi (Lat. 21.153097, Long. 105.389841, area: ~1,200 square ha), Yen Lap, Quang Ninh province (Lat. 20.995403, Long. 106.922226, area: ~1,300 square ha) to identify more Rafetus Swinhoei (the Yangtze giant softshell turtle) individuals. In the past few years, the team extended the effort to investigate the Hieu River in Nghe An, e.g., Song Sao lake, Nghĩa Lam and Nghia Son Commune, Nghia Dan district (Lat. 19 23 14.2; Long. 105 28 59.6; area: ~1,100 square ha) and Khe Da lake in Nghia Duc commune, Nghia Dan District, Nghe An province (Lat. 19 13 41.4; Long. 105 20 43.9; area: ~270 square ha). Both lakes belong to the TH True milk group who allow a group of 15 and 6 fishermen to fish on each lake respectively.

In the current award, we are seeking two independent experts to support our field team in appling drones to search for additional R Swinhoei individuals at Suoi Hai lake (Ha Noi), Yen Lap lake (Quang Ninh), Song Sao Lake and Khe Da lakes (Nghe An).

II. Objectives:

In collaboration with WCS&amp;rsquo;s field team to deploy drones and collect images in four listed lakes to verify R. Swinhoei&amp;rsquo;s occurrence and distribution in the four lakes.

Since the spread of COVID-19, the Government have issued several regulations and orders to strengthen the wildlife trade management as well as to better prevent the risks of zoonotic diseases transmissions between wildlife and humans like the Directive No. 29/CT-TTg in 2020 on urgent solutions for wildlife protection that aimed at enhancing monitoring and law enforcement of wildlife trade, consumption, and farming management to reduce the risks of future zoonotic pathogen outbreaks, and Directive No. 04/CT-TTg in 2022 on urgent measures to protect migrating wild birds in Viet Nam, Circular 26/2022/TT-BNNPTNT on management and traceability of forestry products including wildlife&amp;hellip;

In the last quarters, WCS conducted a Knowledge, Attitude and Practices (KAP) survey in Ha Noi, Ha Nam and Bac Ninh, to understand the scope of the wild meat market including motivations for sale/consumption, perception of health risks, and effective barriers to sale and consumption. Some of the key findings from the KAP survey showed that there is a limitation in the knowledge of restaurateurs, consumers and potential consumers who participated in the KAP study on infectious zoonotic diseases from wildlife to humans. In addition, WCS developed the policy brief on health risk management associated with wildlife trade and consumption and guidelines of mitigation measures.

Therefore, WCS is looking for a group of experts/consultancy agency to organize a consultation meeting to share the developed materials with relevant stakeholders to raise their awareness of the health risks and consult the measures to prevent health risks associated with wildlife trade and consumption.

I. Background: &amp;nbsp;

Wild meat consumption remains popular in Vietnam, even during the COVID-19 pandemic and despite law enforcement and communication efforts aimed at reducing consumption of protected species.

Since December 2022, WCS Viet Nam conducted a literature review on wild meat trade and consumption in Viet Nam with a focus on the North; and a Knowledge, Attitude and Practices (KAP) survey &amp;nbsp;on wild meat consumption in selected restaurants in Ha Noi and Bac Ninh and Ha Nam, Viet Nam to have an overview the situation of wild meat trade and consumption with the impact of COVID-19 pandemic. With the inputs from literature reviews and KAP survey, WCS developed a crime script on the wildlife trade and consumption applicable in the three surveyed locations. Results will be used to develop a crime preventative strategy combining enforcement and behaviour change interventions. WCS would like to conduct consultations workshop with related stakeholders from Ha Noi, Ha Nam and Bac Ninh to vet information and get more inputs, comments on the crime script and crime preventative strategy this November 2023.

II. Objectives:

WCS will hire 01 consultant to co-host, and facilitate different sessions, and supervise the organization of the consultation workshop. Detailed tasks are elaborated in the below section.

Wild meat consumption remains popular in Vietnam, even during the COVID-19 pandemic and despite law enforcement and communication efforts aimed at reducing consumption of protected species.

Since December 2022, WCS Viet Nam conducted a literature review on wild meat trade and consumption in Viet Nam with a focus on the North; and a Knowledge, Attitude and Practices (KAP) survey &amp;nbsp;on wild meat consumption in selected restaurants in Ha Noi and Bac Ninh and Ha Nam, Viet Nam to have an overview the situation of wild meat trade and consumption with the impact of COVID-19 pandemic. I. Background:

Since 2016, WCS started working with the Criminal Statistics Bureau (CSB or Department 2) of Supreme People&amp;rsquo;s Procuracy (SPP) on collecting data and developing reports on wildlife violations, crimes and law enforcement.

However, the data collection and statistical analysis processes have been manual, resulting in significant time and effort requirements. In order to address these challenges and streamline the workflow, we aim to develop an analysis tool that incorporates standardized and automated Microsoft Excel forms and templates. This tool will enable efficient data collection on wildlife crime cases nationwide and facilitate the generation of analysis reports in subsequent periods.

Therefore, we are seeking a consultant who can conduct research and propose the optimal solution for developing this tool.

II. Objectives:

The consultant will cooperate with WCS and its partner to carry out activities to achieve the following objectives:


 Survey the current status, collect requirements and propose software solution
 Software development on Microsoft Excel to develop, finalize and maintain a standardized and automated analysis tool, including Microsoft Excel forms and templates for data collection and statistics of criminal wildlife cases.

From December 2022 to June 2023, the Wildlife Conservation Society, Viet Nam Office (WCS Viet Nam) conducted research on legal and illegal wildlife trade (IWT) and wild meat consumption situation in Viet Nam on online platforms; and explored social attitudes (for or against) on ending the commercial trade in high zoonotic risk wild birds and mammals.

WCS Viet Nam will organize a workshop to consult with media agencies/journalists, NGOs, public health and law experts to: (i) identify key messages, (ii) orient for developing journalistic and media works and (iii) select suitable communication channels to promote advocacy for policy reform on zoonotic diseases on endangered wildlife and manage the risk of zoonotic disease transmission from wildlife to humans along the wildlife supply chain in Viet Nam[TP1]&amp;nbsp;.
